Nyishi-Bodo accord signed to maintain peace & harmony

Dodum Yangfo

SEIJOSA, Feb 17: Dove, the symbol of peace, is all set to flutter in the boundary areas between Arunachal Pradesh and Assam that are home to two large ethnic tribes - Bodo and Nyishi - with the signing of the 2nd Nyishi-Bodo Accord here in East Kameng district on Thursday.

The signing of the second accord – the first one was signed on April 11, 2002 – was preceded by a ‘core group discussion’ and a public meeting between members of the Nyishi Elite Society (NES), Bodo Sahitya Sabha (BSS), All Nyishi Students’ Union (ANSU) and All Bodo Students’ Union (ABSU) held earlier in the same day. Presided over by NES president Bengia Tolum, the meeting concluded with the bilateral resolution to bring tangible peace and harmony in the boundary areas.

An atmosphere of bonhomie and camaraderie was conspicuous throughout the process, indicating a major thaw in the cold vibes that had been generated after Bodo militant cadres served extortion notices to Nyishis living in the Seijosa and Dissing Passo areas.  Both sides Thursday condemned the atrocities being committed against Nyishi settlements along the Assam-Arunachal boundary, particularly in Bhalukpong, Seijosa and adjoining areas of West and East Kameng districts, and Balijan and adjoining areas in Papum Pare. While jointly appealing to antisocial elements to refrain from harassing commoners, the leaders of the participating groups requested the two state governments and the Government of India (GoI) to ensure foolproof security arrangements in the affected areas, and to initiate steps towards lasting solution to the issue. It was also decided that a Nyishi-Bodo Coordination Committee would be formed, with the NES and BSS presidents as its co-chairmen, to facilitate lasting peace among the residents of both tribes.

In addition, regional and local peace committees comprising members from both tribes would be formed to coordinate with the community level committee, which will organize unity rallies to build mutual trust, and organize cultural exchange programmes in Nyishi and Bodo areas of both states. The committee’s leaders are expected to meet the Chief Ministers of Arunachal Pradesh and Assam to apprise them of the ground realities in the context of initiating the process of peace process and development in the region.

BSS president Dr Kameswar Brahma reassured the Nyishis sharing boundary with Bodos of peace and security. He recalled the contributions of the Nyishis during the infamous Assam turmoil in the 1980’s and the Udalguri riot, and said the Nyishis were “asol bondhu (true friends)” of the Bodos.

ABSU president Promod Bodo was also forthcoming, expressing regret at the atrocities committed by Bodo militants. Saying that the Bodos themselves are victims of the gun culture, he said the ABSU observes Anti-Terrorism Day on March 31 in honour of its former president who was murdered by Bodo militants for opposing militancy and gun culture.

On his part, Tolum said, “We (Nyishis and Bodos) are bound to live together, like shadow and being. No matter how fast one runs, one’s shadow always follows him. It is our duty to ensure that Bodos in Arunachal Pradesh live and work freely, and we must equally be justified in expecting reciprocal treatment from our Bodo brethren,” he added.

ANSU president Sikka Gapak spoke of the similarities between the two tribes, and said, “The resolution passed today should not be limited among the leaders of community organizations attending the summit but should percolate down to every member of both communities in letter and spirit.”

Earlier XII Pakke-Kessang Intellectual Forum (XII-PKKF) president Tayom Tok in his welcome speech chronicled the events and the purpose behind the summit, blaming ‘inappropriate developments’ for working against the interests of both tribes. Tok called for joint efforts from both sides to “march ahead, hand in hand, towards prosperity.”

In January this year, in a letter to the ANSU, the XII-PKYF had complained about repeated atrocities committed by Bodo militants against the people of Seijosa, Dissing Passo and Pakke Kessang since 1995. The ANSU, with support from its parent organization NES, persuaded the BSS and the ABSU to participate in the summit meeting.

Chronology of events

Some of the major incidents that created a rift between the two communities:

1) In 1995, a night bus was attacked and its passengers looted on the Bhalukpong-Balipara road;

8) Incidents of unauthorized extraction of forest produce from inside Arunachal’s forests, and collection of tax along the Seijosa-Itakhola road by Bodo antisocial elements;

Asia-Pacific region and MDG

The Asia-Pacific MDG Report 2011/12, warns that at the present rate of progress, the region as a whole is unlikely to meet MDGs related to eradicating hunger, reducing child mortality and improving maternal health, among others. The report, sixth in the series of regional partnership programmes on achieving the MDGs, focuses on health and nutrition.

On an evaluation of where the region stands in respect to the MDGs, the report says, the Asia-Pacific region has registered impressive progress on many MDG indicators, especially in reducing poverty and achieving gender parity in education. But the region is lagging on some important targets, particularly those related to health, which is the main focus of this report. Many Asia-Pacific countries will need to step up their efforts to reduce hunger, prevent deaths of millions of women and children and ensure that all households benefit from basic sanitation.

In the same breath, the report lauds the region for achieving other MDG indicators (like promoting gender equality in education, reducing HIV prevalence, stopping the spread of tuberculosis, increasing forest cover, reducing consumption of ozone depleting substances and halving the proportion of people without access to safe drinking water) ahead of the target year 2015.

The report reveals striking disparities between and with sub-regions, countries and social groups in their progress towards MDGs.

We are delighted with the gift

Dear Editor,

I would like to extend my sincere thanks to Chief Minister Nabam Tuki and Power Minister Tanga Byaling for their decision to open a Degree College and a Nursing institute in Upper Subansiri district. It’s like diamond Gift to people of Upper Subansiri  district.  We the members of  Pombu  Kow Welfare Society  in particular and the people of the district in general are really thankful to Tuki and Byaling.

Upper Subansiri district is lowest in decadal  growth in every field like social, education, health and economic etc. To compensate all those shortfalls, both the leaders are putting all out efforts to bring in development in Upper Subansiri district.  We are hoping best for Upper Subasiri distring in near future.

It takes too much time

Dear Editor,

This is with reference to the advertisement published by Urban Development and Housing Department in your daily (8th August, 2011)  for the post of Assistant Urban Programme Officers (AUPO's) duly reserved for meritorious sportspersons and physically handicapped persons. The department has already conducted written examination for the physically handicapped persons on 17th & 18th December, 2011. But the result of written examination is yet to be declared. Why the department is not able to declare the said results yet? There were only 13 candidates who had appeared in the written examination.  So in my opinion, according to the number of candidates, it should not take too much time on evaluating the answer scripts. We have already waited for one and half month. But how long we have to wait for the written examination results?

So it is my humble request to UD & Housing Deptt. to declare the results as early as possible.

Yours,

An aspirant candidate
